The subreddit wiki page does a good job of describing what it is, so I'll copy it here.

/r/Touhou's Favorite Arranges! was a weekly thread on /r/touhou created and run by /u/Gopherlad. Every Sunday at 1200 US Pacific time, a stage or boss theme from the Windows-era Touhou games was picked for the thread and the community submitted arrangements of those songs in the comment section. Contest mode was enabled for the duration of the week and users upvoted each song that they liked. At the end of the week, contest mode was disabled and the winner was determined by upvote count. Winners were featured in the opening post of the following week's OP.

This list is meant to focus more on the tracks themselves. It'll include information on the staff behind each arrangement, plus commentary on the track from the submitter or from one of the responses, if there is any.
