She is a god made from the faith that people around the world put in their wishes, most of them being wishing wells and shooting stars, as well as birthday candles. She is a very cheerful person, who always wants to help everyone, no matter the cost. Once she is set on fulfilling a wish, she can't abandon it, unless she runs out of power/faith given to her by the wisher. She has the power to grant any wish, but a transaction of faith needs to happen, so the only way to get the most impossible dreams is to have a lot of faith, using your pain and willpower to bring it to reality. Belle is from the outside world, and came to gensokyo after fearing being forgotten.

Without any doubts, Belle’s presence in Gensokyo got the attention of Misaki, who pursued her to get a wish of her own granted. In the end, they both had similar experiences in life and started hanging out together. Despite being from radically different species, they both got around together really well. Searching together the artifacts was also a period of bonding to her, so even if an incident this big was happening, she still kind of enjoyed being in the presence of Misaki. Eventually, they discovered that an hermit and a disciple of Bishamonten somehow got ahold of the jewel, and according to reports, tried to “bring light to the reality of this world”, but failed midway through, being defeated during the usage of the jewel, which broke it into fragments. Those fragments, dispersed around Gensokyo, powered up or caused strange effects to those who came in contact with it. It was reported that at least two people in the Misty Lake absorbed it and became very powerful, and another one in the same location of the dispute Belle and Misaki had with Sanae was able to restrict the powers of it, but a chamber-like distortion field was sparked, consuming a fairy inside of it. After they were done solving the incident, Belle granted Reimu’s wish of never making a jewel like that again (in exchange for Reimu’s incredibly huge willpower and desire of not having to solve another incident related to them again).

While remaking part of a destroyed region of Gensokyo due to her previous incident, Belle is surprised when Reimu comes by nearly accusing them of being also responsible for this one. In the end, she ends up investigating the chaos too.
